In order to strengthen the water conservancy of farmland and consolidate the agricultural foundation, it is imperative to promote initiatives on saving water and increasing yields. From 2012 to 2013, the central government arranged RMB11.1 billion in the 4 provinces in northeast China on the “Initiative on Saving Water and Increasing Yields”. During the past 2 years, Heilong, Jilin, Inner Mongolia and Liaoning have been promoting this project steadily and have achieved good results. In total, they have developed over 13 million mu land of water saving and high efficiency irrigation.
